Wokingham Borough has to meet sizeable targets for new housing over the next decade. The Wokingham Core Strategy for the Borough has allocated the South of M4 Strategic Development Location (SDL) area as one of four strategic development sites which will deliver the new homes Wokingham needs up to 2026.  These are:

• Arborfield Garrison;
• South of the M4;
• South Wokingham;
• North Wokingham.

South of the M4 SDL offers an opportunity to deliver an infrastructure rich and high quality extensions to Shinfield, Spencers Wood and Three Mile Cross. The location is identified in Wokingham Borough Core Strategy as being capable of accommodating around 2,500 new homes with associated transport, green and community infrastructure. Development here will bring forward a series of well-connected extensions to existing villages.

Development within the South of M4 SDL is proposed by the South of the M4 Consortium. The Consortium consists of David Wilson Homes Southern, Taylor Wimpey and the University of Reading.

The Consortium are proposing to build new homes and associated community facilities adjoining the villages of Shinfield, Spencers Wood and Three Mile Cross, in order to help to respond to the need for new homes in Berkshire.


Planning Policy

The South of M4 Strategic Development Location (SDL) forms an important part of the Council’s strategy to provide much needed housing in the Borough.

The delivery of this SDL is identified in Wokingham Borough Council’s adopted Core Strategy. This commitment has since been amplified in the now adopted Masterplan Supplementary Planning Document (SPD).

The Concept Plan, which formed part of this SDP, is below and identifies the areas identified for growth.
